Early Childhood Development in Official Language Minority Communities

Promoting awareness of early childhood development and strengthening and improving access to programs and services in official language minority communities is the goal of the Strengthening Non-Governmental Organization Capacity for Early Childhood Development in Official Language Minority Communities (ECD in OLMC) initiative.

Initiated under the 2003-2008 Action Plan for Official Languages, this initiative continues under the Roadmap for Canada’s Linguistic Duality 2008-2013: Acting for the Future. announced in June, 2008. This web page is also available in PDF document, (3.1 mb).

ECD in OLMC promotes linguistic and culturally relevant early childhood development in official language minority communities through:

  • multi-year funding to the key organization to enhance the community’s understanding of early childhood development;
  • fostering collaboration and networks to share best practices; and,
  • ensuring that early childhood development tools and resources in either official languages are adapted and made available to official language minority communities.

The Roadmap reaffirms the Government of Canada’s commitment to linguistic duality and our two official languages.  It puts into action promotion of linguistic duality and supports the development of Anglophone and Francophone minority communities for the benefit of all Canadians.

The Roadmap maintains the Government’s support to early childhood development and families within official language minority communities. Human Resources and Skills Development Canada continues to provide funding to strengthen the capacity of non-governmental organizations in official language minority communities, allowing them to promote the implementation of early-childhood programs and services for families. The Department also continues its research to better understand the effects of programs aimed at supporting children’s linguistic and cultural development and academic success.
