Introduction
Scope
This report presents beneficiary and expenditure data for 25 years for a broad range of federal, provincial and territorial social security programs.
For the purpose of this report, a broad concept of social security has been adopted. Social security is defined as consisting of four major elements: income security, social services, health services, and education. Income security includes programs which maintain the income of individuals or families faced with loss of earnings (e.g., due to retirement, unemployment, or work injury) and those which provide income assistance to those unable to earn an adequate income. Social services include a variety of supportive and developmental personal services.
Organization
Data in this report are presented for 25 years in tables containing information for specific programs, e.g., Old Age Security, or a portion of this period if a program began after 1978-79 or ended before 2002-03. Expenditures are generally those for the fiscal year ending March 31. The number of beneficiaries is tabulated, where possible, as the average of the number of beneficiaries reported each month during the fiscal year. Refer to individual table footnotes for exceptions to the above statements. Program information is presented by the level of government (federal, provincial, territorial or municipal) that provides the program funding.
Tables in this report have been organized into two parts. Part I presents three Overview Tables which illustrate the trends in social security expenditures by all levels of government for Canada. Part II comprises Component Tables which provide data on beneficiaries and expenditures for individual programs.

Removed Tables
