NOTES:

  1. The new Employment Insurance (EI) system came into effect on July 1, 1996. It replaces the Unemployment Insurance Act and the National Training Act.
  2. EI consists of two parts: Re-designed Income Benefits and Active Re-employment Benefits and Support Measures. The expenditures for the Income Benefits include Regular (Table 224), Sickness (Table 226), Family related (Table 228), Fishing (Table 232), and Worksharing (Table 236).
  3. Active Re-employment Benefits and Support Measures include Training/Skill Loans and Grants (Table 234), and Job Creation and Self-employment assistance (Table 238), as well as expenditures for project oriented programs; such as, targeted wage subsidies, employment assistance, labour market partnerships and research and innovation. These project oriented program expenditures are paid to organizations instead of individuals.
  4. Beginning in 1997-98, these amounts include payments to the provinces for implementing similar employment benefit and support measures.
  5. Payments for 1996-97 include amounts reported previously for training in Table 234 and for Job Creation and Self-Employment Assistance projects in Table 238.
