NOTES:
- Effective July 1998, the Child Tax Benefit was reconfigured and renamed the Canada Child Tax Benefit (CCTB). Under the CCTB, the federal government provides a basic benefit and an additional benefit called the National Child Benefit Supplement (NCBS) for children whether their parents are in the labour market or receiving social assistance. See Tables 105 to 107.
- As a result, most provinces and territories have adjusted the income support they provide to children through social assistance programs. These social assistance adjustments have made funds available for reinvestments in new and enhanced benefits and services for low-income families with children, (e.g. child benefits and earned income supplements; child/day care initiatives; early childhood services and children-at-risk services; and supplementary health benefits).
- The following reinvestment programs included in this table, provide financial benefits for low income families and their children: NL Child Benefits PEI Child Care Benefit, NS Child Benefit, ON Child Care Supplement for Working Families, SK Child Benefit, SK Employment Supplement, BC Earned Income Benefit, YK Child Benefit, NWT Child Benefit; Territorial Workers' Supplement and NU Child Benefits; Territorial Workers' Supplement.
- In addition to these reinvestments, many jurisdictions provide additional funds to benefit children in low-income families. NB, QC, MAN and BC provided child benefits prior to the NCB and are included in this table. NB Child Tax Benefit, NB Working Income Supplement, QC Family Allowance, QC Allowance for Young Children (ended in 1997), QC Allowance for Newborn Children, QC Allowance for Handicapped Children, MAN Child Related Income Support Program, BC Family Bonus.
- Expenditures for the NCB reinvestment programs and New Brunswick program are for July to June; for Quebec, January to December; and for Manitoba and British Columbia, April to March.
