The Aboriginal Human Resource Council (AHRC) was established in 1998 as a pillar of the Strategy. It is made up of representatives from Aboriginal groups, government, and the private sector. The Council's goal is full participation of Aboriginal people in Canada's labour market.

The Council also runs the Inclusion Network, Canada's number one Aboriginal employment system. It connects employers and educators directly to the Aboriginal talent pool and over 300 Aboriginal Employment Centres. Aboriginal jobseekers can use it to search for work or training opportunities, and post their résumés to a national employer audience.
