Building Inuvialuit Potential Society

The Aboriginal Skills and Employment Partnership (ASEP) program is helping improve employment opportunities for Aboriginal peoples by providing valuable skills development, on-the-job work experience and long-term employment opportunities in the northern construction industry.

The Building Inuvialuit Potential Society project will provide employment and skills training for participants, resulting in long-term job placements for at least 400 people in the Inuvik region of the Northwest Territories. This is possible through a formalized partnership between the Inuvialuit and Gwich'in communities of the Northwest Territories (represented by Building Aboriginal Futures), the construction sector, the territorial government, local Aboriginal Human Resource Development Agreement holders, and regional training institutions.

The Aboriginal Skills and Employment (ASEP) program is a nationally managed, opportunity-driven, project-based initiative that promotes increased participation of Aboriginal people in major economic developments through formalized partnerships between Aboriginal organizations and the private sector. The provinces and territories also contribute to the projects, and all partners must contribute at least 50 percent of the total cost of the project. The ASEP program supports multi-year training-to-employment strategies leading to long-term skilled jobs for Aboriginal people in existing and emerging industries.

ASEP was initially launched in 2003 as an $85-million, five-year program supporting nine projects that resulted in over 6,000 Aboriginal people receiving training, with more than 3,000 of them finding long-term sustainable jobs. In 2007, the ASEP program was extended to 2012, with an additional $105 million supporting sixteen more projects. Canada's Economic Action Plan is investing to help Aboriginal people participate in the workforce and make the most of employment opportunities.

Human Resources and Skills Development Canada (HRSDC) is contributing $7,179,285 to the Building Inuvialuit Potential Society project from the ASEP program. The total project value is over $14 million. The following partners are also contributing to the project:

  • Government of the Northwest Territories – Department of Education, Culture and Employment ($1,852,894);
  • Dowland Contracting ($1,249,885);
  • Gruben's Transport ($1,225,780);
  • Norterra ($907,833);
  • Inuvialuit Regional Corporation ($866,892); and
  • Aboriginal Organizations ($1,076,001).
