This chapter outlines key labour market developments and the economic context that prevailed in the 2008/09 fiscal year, the period for which this report assesses the Employment Insurance (EI) program.¹ More detailed information on various elements discussed in this chapter is available in Annex 1.

¹ The reporting period analyzed is the fiscal year from April 1, 2008, to March 31, 2009. Unless otherwise indicated, data in this chapter are taken from Statistics Canada’s Labour Force Survey (LFS) and annual data are seasonally unadjusted averages, while quarterly and monthly data are seasonally adjusted.
