Literacy and Essential Skills, Office of (OLES) – Synopsis


When to Apply

We are not accepting applications at this time.


OLES invites eligible organizations to submit concept papers for projects in which they will utilize quantitative and/or mixed methodology to address one of the following identified priority research themes:

  • measuring the benefits of increasing LES levels in different delivery contexts;
  • researching the essential skills foundations (evolution of concepts, measures, occupational profiles); and,
  • developing analytical and/or imputational frameworks for studying the anticipated 2013 data from the Organization for Economic Co-operation and Development (OECD) Programme for the International Assessment of Adult Competencies (PIAAC).

Please note: OLES does not provide funding for training services or for the operating needs of training providers. Its efforts complement those of provincial and territorial governments, which are the primary funders of LES training services.

Also please note that the Call for Concepts process that was launched in 2010-2011 is not yet fully completed and there remain some projects that are still under consideration according to the merit criteria of the last call. New concepts submitted under this Call for Concepts 2012 will be evaluated according to the merit criteria of this call.

Who Can Apply

Eligible recipients include:

  • not-for-profit organizations
  • voluntary sector organizations
  • workplace organizations, including sector councils, unions and business associations
  • professional associations
  • universities, colleges and other education or training bodies
  • provincial/territorial institutions, including Crown corporations
  • provincial and territorial governments and their organizing bodies
  • international not-for-profit organizations (e.g. OECD)
  • municipalities
