Treasury Board Directives

The Treasury Board of Canada Secretariat’s Employment Equity Policy was revised and adopted in 1999. The objective of the policy is to achieve equality in the federal public service so that no person is denied employment opportunities or benefits for reasons that are not related to ability. Improving human resources management through employment equity will strongly contribute to the achievement of business goals and to the services provided to all Canadians.

In July 2003, changes were made to the Treasury Board of Canada Secretariat’s Contracting Policy to clarify the Federal Contractors Program requirements for contractors and departments, and to reinforce the use of sanctions.

Federal contracting officials implemented the revised Federal Contractors Program for Employment Equity through the Contracting Policy (see Appendix D).

The Contract Policy Notice 2003–04: Strengthened Federal Contractors Program for Employment Equity was also published.
