A Royal Commission on Equality in Employment was established by the federal government in June 1983. In her report, which was tabled in October 1984, Judge (now Justice) Rosalie Abella proposed the term "employment equity" to describe a distinct Canadian process for achieving equality.
In response, Parliament enacted the first Employment Equity Act in 1986. Following a parliamentary review in 1991, an amended Act with clear enforcement procedures was given Royal Assent in December 1995.
