Certificate of Commitment

The Certificate of Commitment is a legal contract to implement employment equity in your workplace and an agreement to fulfill the Federal Contractors Program's Requirements for implementation.

Every Certificate of Commitment has a unique number that is required to bid on a federal government contract or standing offer valued at $200,000 or more.

Before bidding, an organization with 100 or more provincially regulated employees must complete, sign and fax the Certificate of Commitment form (LAB1168). Once the form has been processed, the organization is assigned a unique Certificate of Commitment number and is informed that they are now part of the Federal Contractors Program.

An organization that has a valid Certificate of Commitment number must implement an employment equity program that fulfills the Federal Contractors Program's Requirements. The employment equity program must be implemented continuously from the time the organization receives a contract or standing offer valued at $200,000 or more.

The Federal Contractors Program provides employer tools and other employment equity tools, resources and publications to help organizations develop an employment equity program.
