Project Summary

Strengthening the Institutionalized Social Dialogue Through the National Commission on Wage and Labour Policies and its Similar Bodies in Colombia


Context:

Human Resources and Skills Development Canada (HRSDC)/Labour Program and Canadian International Development Agency (CIDA) entered into an Administrative Arrangement in January 2009 to implement the International Program for Professional Labour Administration (IPPLA). IPPL's goal is to assist countries in the Americas to effectively implement commitments arising from their trade-related labour agreements, and deliver on obligations resulting from the Summit of the Americas and the Inter-American Conference of Ministers of Labour (IACML). The expected impact is an improved ability of countries in the region to protect and respect internationally recognized labour standards while integrating into, and participating in, regional and world markets.

Project Objective:

The objective of this project, implemented by the International Labour Organization (ILO), is to strengthen the Permanent Commission on Wage and Labour Policies (CPCPSL) and its departmental sub-commissions. The Project will facilitate the strengthening of existing synergies, and the establishment of new synergies, between Government, employers and union organizations within the Tripartite Agreement to Promote Freedom of Association and Democracy, which was signed in June 2006 by the Government of Colombia, labour unions and employers.

Expected Results:

Impact:

  • The Permanent Commission and its sub-commissions will have introduced significant changes to general labour relations culture Colombia.

Outcomes:

  1. Selected departmental sub-commissions build consensus on wage and labour policies through strengthened Technical Secretariats and tripartite agreements.
  2. Creation of national social dialogue networks.
  3. 15 gender-based studies carried out, used in dialogue processes and disseminated among stakeholders. At least three of them published.
  4. The information documentation, internal documentation and communications systems of the Permanent Commission on Wage and Labour Policies and of selected departmental sub-commissions are consolidated.
