Every aggrieved non-unionized employee has a right to file a complaint. Workers who believe that their employer has not paid them the wages or other amounts to which they were entitled may file a complaint to recover what they believe is owed them.
An inspector from the Labour Program may issue a payment order, or may conclude that the complaint is unfounded. The employer or the employee may appeal the inspector's decision to the Minister or Labour, who then appoints a referee to hear the appeal.
