This is further to my letter of **date of holdback request**, requesting that you hold back $**amount** of the monies owing to **name of contractor** for the contract noted above.

This contractor has been advised of his obligations concerning the payment of wages in accordance with the appropriate Schedule of wage rates for federal construction contracts to employees at the site noted above and has been given ample opportunity to meet the requirements of the (Fair Wages and Hours of Labour Act) "Labour Conditions". However, as of this date, the contractor has not paid the wage differences assessed by the HRSDC – Labour Program inspector ***(contract is still active) or commenced paying workers according to the wage Schedule***.

Therefore, in accordance with subsection 13(2) of the Fair Wages and Hours of Labour Regulations, I am requesting that you now forward $**amount** payable to the Receiver General for Canada to me for distribution to the affected workers.
