Essential Qualifications

Applicants must clearly demonstrate on their application that they meet all of the following essential qualifications. Failure to do so may result in the rejection of their application.

Education

  • Secondary school diploma (or an acceptable combination of education, training and/or experience).

Language

  • Official language proficiency; various linguistic profiles including English or French essential or bilingual.

Experience

  • Experience in the community, voluntary, business, professional, or government sectors;
  • Experience in leading group discussions; and
  • Experience in interpreting and applying rules, guidelines and procedures.

Knowledge

  • Knowledge of the economy and labour market conditions.

Abilities / Skills

  • Ability to communicate effectively; and
  • Ability to use a personal computer for Internet research and word processing.

  • Discretion

Asset Qualifications

Meeting the asset qualifications below is desirable and may be a deciding factor in choosing candidates. However, applicants may be appointed to the position even when they do not meet some or all of the asset qualifications.

Education

  • Graduation from a recognized university; or
  • Graduation from a recognized college.

Experience

  • Experience in chairing meetings; and
  • Experience in gathering and assessing information in order to make recommendations.

Knowledge

  • Knowledge of quasi-judicial hearings and procedures.

Abilities / Skills

  • Ability to synthesize, analyse and isolate information necessary to make a decision;
  • Ability to hear, deliberate and write decisions for appeal cases;
  • Ability to understand, interpret and apply Employment Insurance legislation; and
  • Ability to work independently as well as within a team.

Conditions of Appointment

Security : Reliability Status.

Impartiality The selected candidate will be subject to the principles of the Conflict of Interest and Post-Employment Code, the Ethical Guidelines and the Guidelines for the Political Activities of Public Office Holders. Before or upon assuming official duties and responsibilities, public office holders appointed must sign a conflict of interest declaration and a Certification Document, certifying that, as a condition of holding office, they will observe the Code and Guidelines. Area of selection: Must be a resident for at least one year, and live or work within 80 km, of the area that is serviced by the Board Centre.

Training: Must attend all training courses in their entirety within the time frame prescribed in the curriculum.

Availability: With advance notice of at least seven days, must be willing and available to serve a minimum of two full working days per month, according to the needs of the Board Centre, hearing approximately five cases per day.

A variety of assessment tools may be used to screen and assess applicants, including reference checks, written tests and interviews.

Applicants who meet the essential requirements will be notified that their applications are being retained.

An inventory resulting from this process may be used to fill future vacancies. Applications will remain available for consideration for one year following the date of receipt.
