The Office of Literacy and Essential Skills

The Office of Literacy and Essential Skills (OLES) is focused on improving the literacy and essential skills of adult Canadians. OLES provides expertise, project funding, and a wide range of learning tools and other resources.

Through its activities, OLES aims to help Canadians get the skills they need to:

  • get a job;
  • stay in the job market; and
  • contribute to their communities and families.

Mandate

OLES is a Centre of Expertise with a workplace focus, building awareness and capacity in "what works" in order to improve the literacy and essential skills of adult Canadians.

OLES leverages skills investments in Canada and integrates literacy and essential skills into existing workplace training and upgrading activities through the use of:

  • information
  • partnerships
  • tools

In order to realize its mandate, OLES:

  • Supports effective essential skills networks and partnerships;
  • Generates and disseminates research, tools and supports;
  • Promotes embedding of essential skills into other programs, policies and training activities; and
  • Advises on essential skills concepts, trends and policies.

Performance Measurement

OLES has a comprehensive and robust performance measurement framework that supports Government of Canada accountability objectives.

The framework has two main elements:

  1. partners’ organizational and/or project performance; and
  2. internal OLES reporting.
