OLES Performance Measurement Framework

As part of its efforts to deliver the greatest value for Canadians, the Office of Literacy and Essential Skills (OLES) uses a comprehensive performance measurement framework that has two main elements:

  1. partners' organizational and/or project performance; and
  2. internal OLES reporting.

Partners' Organizational and/or Project Performance

Organizations that receive funding are required to demonstrate their results achieved through either:

Expected results of projects are also captured in the OLES Project Database.

Internal OLES Reporting

In addition to partners' reporting requirements, OLES engages in internal performance measurement activities to ensure it is fulfilling its mandate to Canadians. These activities consist of quarterly reporting on a set of performance indicators as well as formal program evaluations. OLES is currently undergoing a summative evaluation, but results of the formative evaluation can be found at: Formative Evaluation of the Adult Learning, Literacy and Essential Skills Program.
