Expedited Labour Market Opinion Pilot Project

In response to recent developments in the Canadian labour market, and concern about rising unemployment, Human Resources and Skills Development Canada (HRSDC) and Service Canada introduced changes to the Expedited Labour Market Opinion Pilot Project.

These changes enhance the integrity of the program and help ensure that Canadians and permanent residents are aware of and can apply for available jobs.

Employers Recruitment Efforts and Workforce Reductions

Since March 16, 2009, employers are required to submit evidence of recruitment efforts undertaken and a completed questionnaire when they apply for an Expedited Labour Market Opinion.

The questionnaire will provide HRSDC/Service Canada information about lay-offs and recent departures of Canadians, permanent residents and temporary foreign workers and, information on the results of recruitment efforts and why interested Canadians or permanent residents were not hired.

These new requirements help substantiate whether there is a legitimate need for temporary foreign workers.

Applications from employers who do not provide the required documentation will be denied.
