Temporary Foreign Worker Program

Notice for employers in British Columbia and Alberta that the Expedited Labour Market Opinion pilot project (E-LMO) will end in April 2010

Please be advised that as of April 15, 2010, the Expedited Labour Market Opinion (E-LMO) pilot project, that has been running in British Columbia and Alberta since 2007, will come to an end. Having successfully achieved a number of objectives, including elimination of labour market opinion (LMO) application backlogs, the E-LMO application process will no longer be available as an option for employers seeking to hire temporary foreign workers (TFWs).

Effective April 15, 2010, employers who wish to hire TFWs will be required to apply through the regular LMO process and demonstrate, rather than attest, that:

  • the job offer(s) is/are genuine;
  • the wage rate meets (or exceeds) the prevailing wage rate, for the occupation and region;
  • the working conditions are consistent with Canadian standards; and
  • efforts to hire Canadians or permanent residents have been made and the Temporary Foreign Worker Program advertising guidelines have been followed.
