Expedited Labour Market Opinion Pilot Project

Employers who want to hire foreign workers must apply to Human Resources and Skills Development Canada (HRSDC)/Service Canada (SC) for a Labour Market Opinion to assess the impact foreign workers would have on Canada's labour market, or in other words, how they would affect Canadian jobs.

The Expedited Labour Market Opinion Pilot Project was put in place to accelerate the application process to hire temporary foreign workers in certain occupations in Alberta and British Columbia. Labour Market Opinion applications from employers who qualify to participate in the Pilot will be processed approximately within five (5) business days of Service Canada having received them when all the information requested is provided.

  • Carpenters (Journeyman/Woman)
  • Civil Engineers
  • Commercial Janitors, Caretakers
  • Construction Labourers
  • Crane Operators(Journeyman/Woman)
  • Delivery Drivers
  • Dental Technicians
  • Electrical and Electronics Engineers
  • Food and Beverage Servers
  • Food Counter Attendants
  • Food Service Supervisors
  • Heavy-Duty Equipment Mechanics
  • Hotel Front Desk Clerks
  • Hotel and Hospitality Room Attendants
  • Industrial Electricians
  • Industrial Meat Cutters
  • Ironworkers
  • Machinists
  • Manufacturing and Processing Labourers*
  • Mechanical Engineers
  • Mechanical Engineering Technologists
  • Petroleum Engineers
  • Pharmacists
  • Registered Nurses
  • Residential Cleaning and Support Workers
  • Retail Salespersons and Sales Clerks
  • Roofers
  • Ski and Snowboard Instructors

* Employers who want to hire labourers in wood, pulp and paper processing for Alberta must call 1-800-418-4446 for information on wages. In British Columbia, employers must apply for a Labour Market Opinion through the regular process to hire labourers in wood, pulp and paper processing.
