New Online Application System Delay
The release of the new online labour market opinion (LMO) application system, originally scheduled for June 2011, will be delayed until March 2012. During this period, Human Resources and Skills Development Canada will be working on improving the system to ensure it is accessible, safe and secure for all users.
Meanwhile, employers can still submit LMO paper application forms by mail or fax to the appropriate Service Canada Centre. The Live-in Caregiver Program online application process will continue to be available without interruption.

We encourage you to apply on line for a Labour Market Opinion (LMO) under the Live-in caregiver Program. The benefits of applying online are:
- Immediate acknowledgment that your application has been received by Service Canada;
- Receipt of a "tracking number" to facilitate your communications with Service Canada

Before you begin, you should have the following information readily available:
- Your "Employer ID" (if any) included on any previous LMO confirmation or refusal letters you received from Service Canada;
- Information pertaining to your business (e.g., Canada Revenue Agency Business Number, address, number of workers currently employed);
- Names and contact information of persons with whom Service Canada can share information pertaining to your application;
- When using the services of a third-party representative,
- The "Third-party representative ID" (if any) included on previous confirmation or refusal letter you received from Service Canada involving the third-party representative;
- The name and address of the company that will act on your behalf;
- The name and contact information of the third-party representative with whom Service Canada can share information pertaining to your application;
Before starting, please remember that:
- If you close the browser, you will not be able to retrieve the data and will have to start over from the beginning.
- You may need to start over if you "double click" on any of the buttons (e.g., "Continue", "Back", "Exit") or links. Use the "Back" button only if you receive the message "Page Unavailable".
- Do not use the "Forward" button.
- Do not take more than 360 minutes to complete a page without clicking the "Continue" button. If you do, you will loose all your data.
- Provide all the information requested on the online application form.
- Review the "Application Summary", and if all the information is accurate, click "I accept".
- Press "Yes" to confirm that you have reviewed all the information and wish to submit the application to Service Canada.
- Print and sign the "Thank You" (which includes your tracking number) and "Declaration of Employer" pages.
Supporting documents required
Include your tracking number and signature on each of the following documents that must be sent by mail or fax to the Service Canada Centre that processes LMO applications:
- The "Declaration of Employer" page (from the Online Application);
- The "Thank You" page (from the Online Application);
- Copies of advertisements and/or other proof of recruitment (e.g., offers of employment in newspapers, recognized Internet job banks and/or job-specific or professional publications, participation in job fairs, etc.) along with other supporting documents;
- A completed and signed copy of the employment contract;
- A completed and signed copy of the "Appointment of Representative" form which is included in the online application if a third party is acting on your behalf.
LMOs will not be issued until all supporting documents have been received by Service Canada.

IMPORTANT
In addition, you must print, sign and send a copy of the "Declaration of Employer" and "Thank You" pages and other supporting documents to the Service Canada Centre that processes LMO applications.
Once all the information required on the foreign workers is provided, you will receive confirmation that you can hire these workers as long as you agree to meet all the conditions outlined in the application form and, if applicable, the employment contract.
