Skills Development, Training and Employment Supports

Human Resources and Skills Development Canada's (HRSDC) mission is to build a stronger and more competitive Canada, to support Canadians in making choices that help them live productive and rewarding lives, and to improve Canadians' quality of life. This involves helping Canadians get the skills they need to find and retain good jobs and create better opportunities for themselves and their families.

HRSDC supports programs and initiatives designed to promote skills development, labour market participation and inclusiveness, as well as ensuring an efficient labour market.

The Department:

  • works with the provinces and territories, as well as other key partners, to create an educated, skilled and flexible workforce and inclusive workplaces; and
  • provides effective and efficient support and labour market transitions for unemployed and underemployed Canadians and those facing barriers to employment.

The majority of employment programs are decentralized, regionally-based programs delivered by Service Canada on behalf of HRSDC. HRSDC also delivers a number of national programs from its national headquarters.
